Abstract
Un municipio es, una entidad administrativa de nivel local; constituida por un territorio, población y poderes públicos. Es un ente organizativo dentro del Estado que goza de autonomía gubernamental y administrativa; cuya función es gestionar los intereses de una comunidad y dar solución a sus problemas. El Plan Operativo Anual (POA), es una herramienta de acción de corto plazo, cuyo fin es especificar y facilitar la efectiva implementación del Plan Estratégico Institucional (PEI), contiene los elementos que permiten la asignación de recursos humanos y materiales a las acciones que harán posible el cumplimiento de las metas y objetivos planteados por la Institución, mediante la programación anual de las actividades estratégicas definidas para cada área de gestión; así el POA, facilita el seguimiento de indicadores estratégicos, direcciona la gestión institucional articula la asignación y la administración de recurso en función de objetivos y metas. Durante el periodo enero – diciembre 2016 el Plan Operativo Institucional, permitió orientar, consolidar y realizar el seguimiento de los objetivos, actividades, metas y resultados que el Gobierno Autónomo Descentralizado Municipal del Cantón Caluma realizó durante el año 2016, acorde con la ejecución del presupuesto asignado en el ejercicio fiscal, igualmente, permitió realizar el seguimiento a las metas y la contribución de la institución al Plan Nacional del Buen Vivir, mediante el cumplimiento de las actividades programadas y la evaluación de la gestión y el desempeño de cada área. La formulación de los indicadores del POA 2016, se realizó bajo los parámetros establecidos por la Secretaria Nacional de Planificación y Desarrollo SENPLADES, en base a los objetivos operativos establecidos en el Plan de Desarrollo y Ordenamiento Territorial a fin de apoyar la consecución de las metas establecidas en dicho plan.

During the period January - December 2016, the Institutional Operative Plan made it possible to guide, consolidate and monitor the objectives, activities, goals and results that the Autonomous Municipal Decentralized Government of Canton Caluma carried out during 2016, in accordance with the budget execution Assigned in the fiscal year, also made it possible to follow up on the goals and contribution of the institution to the National Plan for Good Living, through the fulfillment of the programmed activities and the evaluation of the management and performance of each area.
