La presente investigación fue realizada en la Universidad Técnica Estatal de Quevedo, la misma que se encuentra ubicada en el kilómetro 11/2, vía a Santo Domingo de los Tsáchilas, la misma tuvo una duración de 120 días.
El trabajo realizado estuvo enfocado específicamente a diagnosticar la necesidad de aplicar un Manual de Funciones y Procedimientos en el área del Parque Automotor de la UTEQ., con el propósito de mejorar el desempeño organizacional y operativo de departamento del Parque Automotor; por lo que es imprescindible elaborar el Manual de Funciones y Procedimientos para establecer el desempeño organizacional del Parque Automotor de la Universidad Técnica Estatal de Quevedo.
Para lograr establecer la presente investigación, fue necesario un estudio de campo, que permitió determinar las causas y efectos del problema planteado, en cuyo diagnóstico se pudo comprobar el desconocimiento del Manual de Funciones que tiene la UTEQ., donde se establecen las funciones de todos los departamentos, pero que no existe un Manual específico para el Parque Automotor.
Para el trabajo de campo fue preciso utilizar métodos y técnicas que permitieran su desarrollo utilizando instrumentos de investigación y posterior análisis, con lo cual se procedió a describir, deducir, extraer y recopilar toda la información primaria y secundaria acorde al problema de estudio, aquello permitió comprobar y responder a las interrogantes, así como a los objetivos e hipótesis que han sido planteadas en la presente investigación.
La Universidad Técnica Estatal de Quevedo, es una Institución de Educación Superior Acreditada, subvencionada por el Estado, con 27 años de vida institucional, cuenta con 8800 estudiantes legalmente matriculados en las diferentes facultades como son: Facultad de Ciencias Agrarias, Facultad de Ciencias Pecuarias, Facultad de Ciencias Ambientales, Facultad de Ciencias Empresariales, Facultad de Ciencias de la Ingeniería y Facultad de Derecho.
Así también cuenta con un Rector, Un Vicerrector Administrativo, un vicerrector Académico y varios departamentos entre ellos: financiero, administrativo, académico y de investigación, y el de servicios. La UTEQ, se encuentra en un proceso de transformación propiciando la calidad académica. Por lo que el parque Automotor es un ente de apoyo a la administración y docencia, convirtiéndose en un área importante por la actividad interna y externa que realiza su talento humano.
Actualmente la UTEQ., cuenta con un Estatuto Organizacional por Procesos, lo que permitirá ir definiendo las diferentes áreas, lo cual hará imprescindible contar con un Manual de Funciones y de Procedimientos, como un instrumento de aplicación.
Con la investigación realizada se ha demostrado que el 100% de los servidores públicos que laboran en el Parque Automotor de la UTEQ., desconocen de la existencia del manual de Funciones y Procedimientos, así como los objetivos y las políticas para éste departamento.
El 89% del personal del Parque Automotor afirma que si se les comunica las instrucciones relacionadas con sus actividades las mismas son controladas por el Jefe inmediato.
Del análisis de las actividades se desprende que cada uno de los choferes realiza distintas labores, pero que no están asignados específicamente a ninguna, ni a ningún vehículo por el cual deban responder, sino que su responsabilidad es por la actividad y el vehículo que en ese momento está utilizando.
La formación profesional de los Choferes del Parque Automotor es de ingenieros Agrónomos, Egresados en Ingeniería Comercial y en Gestión Pública, Bachiller en Informática y Choferes profesionales.
Que su actividad la reportan al jefe inmediato esto es Jefe de Mantenimiento del Parque Automotor y éste a su vez al Director Administrativo y Vicerrectorado Administrativo. El Talento Humano del Parque Automotor está entre 5 y 25 años de servicio y su relación laboral es con nombramiento

The present investigation was carried out in the State Technical University of Quevedo, the same one that is located in the kilometer 11/2, road to Sacred Domingo of the Tsáchilas, the same one had a duration of 120 days.
The carried out work was focused specifically to diagnose the necessity to apply a Manual of Functions and Procedures in the area of the Self-driven Park of the UTEQ., with the purpose of improving the organizational and operative acting of department of the Self-driven Park; for what is indispensable to elaborate the Manual of Functions and Procedures to establish the organizational acting of the Self-driven Park of the State Technical University of Quevedo.
To be able to establish the present investigation, it was necessary a field study that allowed to determine the causes and effects of the outlined problem in whose diagnostic it could be proven the ignorance of the Manual of Functions that he/she has the UTEQ., where the functions of all the departments settle down, but that a specific Manual doesn't exist for the Self-driven Park.
For the field work it was necessary to use methods and technical that allowed their development using investigation instruments and later analysis, with that which you proceeded to describe, to deduce, to extract and to gather all the primary information and in agreement secondary to the study problem, that allowed to check and to respond to the queries, as well as to the objectives and hypothesis that have been outlined in the present investigation.
The State Technical University of Quevedo, Is an Institution of Credited Superior Education, subsidized by the State, with 27 years of institutional life, it has 8800 students legally registered in the different abilities like they are: Ability of Agrarian Sciences, Ability of Cattle Sciences, Ability of Environmental Sciences, Ability of Managerial Sciences, Ability of Sciences of the Engineering and Ability of Right.
Likewise bill with a Rector, An Administrative Vicerrector, a vicerrector Academic and several departments among them: financial, administrative, academic and of investigation, and that of services. The UTEQ, is in a transformation process propitiating the academic quality. For what the Self-driven park is a support entity to the administration and docencia, becoming an important area for the internal and external activity that he/she carries out its human talent.
At the moment the UTEQ. It has an Organizational Statute for Processes, what will allow to go defining the different areas, that which will make indispensable to have a Manual of Functions and of Procedures, as an application instrument.
With the carried out investigation it has been demonstrated that 100% of the public servants that you/they work in the Self-driven Park of the UTEQ. They ignore of the existence of the manual of Functions and Procedures, as well as the objectives and the politicians for this department.
89% of the personnel of the Self-driven Park affirms that if they are communicated the instructions related with its activities the same one they are controlled by the immediate Boss.
Of the analysis of the activities he/she comes off that each one of the chauffeurs carries out different works, but that they are not assigned specifically to any, neither to any vehicle for which should respond, but rather their responsibility is for the activity and the vehicle that it is using in that moment.
The professional formation of the Chauffeurs of the Self-driven Park belongs to Agricultural engineers, Egresados in Commercial Engineering and in Public Administration, High school in Computer science and professional Chauffeurs.
That their activity reports it to the immediate boss this is Boss of Maintenance of the Self-driven Park and this in turn to the Administrative Director and Administrative Vicerrectorado. The Human Talent of the Self-driven Park is between 5 and 25 years of service and its labor relationship it is with appointment
