| dc.description | This research was conducted in the city of San Carlos Quevedo Parish and its main objective was to determine the outcome of the administrative management of the autonomous decentralized government parish of San Carlos of the previous policy and compliance with goals set in 2013 and serves to improve the current administration. Through a survey of the inhabitants of the parish and parish administrative staff and especially GAD field research where they can find the work of this body today. The general hypothesis was raised: Limited implementation of the administrative management of the Autonomous Decentralized Government Parish of San Carlos Quevedo Canton, has led the institution has limitations, difficulties, errors and critical conditions that have not allowed them to improve their services. | dc.description.abstract | La presente investigación se realizó en la ciudad de Quevedo Parroquia San Carlos y su objetivo principal fue conocer el resultado de la gestión administrativa del gobierno autónomo descentralizado parroquial de San Carlos de la directiva anterior y el cumplimiento de metas propuestas en el año 2013 y que sirvan para mejorar la administración actual. Mediante una encuesta a los habitantes de la parroquia y personal administrativo del Gobierno Autónomo Descentralizado Parroquial de San Carlos y sobre todo una investigación de campo donde se puedo constatar el trabajo de este organismo actualmente. Se planteó la hipótesis general: la Limitada aplicación de la gestión administrativa del Gobierno Autónomo Descentralizado Parroquial de San Carlos, cantón Quevedo, ha llevado a que la institución tenga limitaciones, dificultades, errores y condiciones críticas que no le han permitido mejorar sus servicios. Se comprobó mediantes los resultados obtenidos que la administración anterior tuvo sus limitaciones, dificultades, errores y condiciones críticas que no le permitieron cumplir con todos los proyectos ofrecidos en campaña. La investigación hace referencia en cifras que el 50% de los encuestados manifiesta que la principal limitación fue el presupuesto, que reciben los gobiernos autónomos por parte del Gobierno Central, que en algunos casos recurrieron a préstamos del Banco del Estado para cumplir con las competencias de estos organismos, el otro 50% está dividido en la falta de liderazgo y capacitación al personal. De la administración actual se está trabajando en conjunto con los gobiernos municipales y provinciales dando prioridad a las necesidades de mayor importancia llegando a lugares estratégicos, de la cual los habitantes manifiestan que está realizada una buena labor en beneficio de los habitantes de la parroquia. | es_ES |
