Abstract
La presente investigación se realizó en el Cantón El Empalme, el objetivo principal fue: Realizar una Auditoría de Gestión y su incidencia en el cumplimiento de los convenios interinstitucionales de la Dirección Distrital 09D15 Mies, Cantón El Empalme, Año 2014. En esta investigación se usaron los métodos inductivo y deductivo los mismos que permitieron establecer las respectivas conclusiones y recomendaciones. Para el desarrollo de esta investigación se utilizó el diseño no experimental el cual parte de una concepción general, el mismo que tiene como referencia el conjunto de conocimientos necesarios para el desarrollo de un trabajo investigativo. Mediante los resultados obtenidos se pudo obtener el riesgo de control el mismo que fue del 88 %, obtenido de la aplicación de los cuestionarios de Control Interno aplicados en relación a las Normas de Control Interno que emite la Contraloría General del Estado Ecuatoriano. De acuerdo a este criterio la institución tiene un Nivel de Confianza Alto y un Nivel de Riesgo Bajo, sin embargo, es necesario tomar en consideración los tres hallazgos obtenidos en la evaluación de Control Interno realizada. Al examinar los indicadores de Gestión obtenidos por la Dirección Distrital en el año 2014, se obtuvo que: Del total de convenios programados para suscribir en el año 2014 se cumplió con un 83,33 % de lo planificado (eficiencia), es decir se obtuvo una calificación BUENA; por otro lado, de conformidad a las instituciones que se tenía previsto beneficiar con convenios para el año 2014 se cumplió con un 90,00 % de eficacia, la calificación está en un rango de BUENA. Finalmente, del total asignado se utilizó un 97,38 % (efectividad) para la ejecución presupuestaria del año 2014. De acuerdo a la tabla de calificación está en un rango de EXCELENTE
Description
The present investigation was carried out in the canton El Empalme, the main objective was: To carry out an Audit of Administration and their incidence in the execution of the agreements interinstitucionales of the Direction Distrital 09D15 Harvest, Canton El Empalme, Year 2014. In this investigation the inductive and deductive methods the same ones were used that allowed to establish the respective summations and recommendations. For the development of this investigation the non-experimental design the one was used which leaves of a general conception, the same one that has like reference the group of necessary knowledge for the development of an investigative work. By means of the obtained results one could obtain the control risk the same one that was of 88%, obtained of the application of the applied internal check questionnaires in relation to the Norms of Internal check that it emits the General Controllership of the Ecuadorian State. According to this approach the institution has a High Confidence level and a Level of Low Risk; however, it is necessary to take in consideration the three discoveries obtained in the realized internal check evaluation. When examining the obtained administration indicators for the Direction Distrital in the year 2014, it was obtained that: Of the total of scheduled agreements to subscribe the year 2014 was fulfilled 83, 33% of that planned (efficiency), that is to say a GOOD qualification was obtained; on the other hand, of conformity to the institutions that one had foreseen to benefit with agreements for the year 2014 it was fulfilled 90, 00% of effectiveness, the qualification is in a range of GOOD. Finally, of the assigned total 97, 38% was used (effectiveness) for the budgetary execution of the year 2014. According to the qualification chart it is in a range of EXCELLENT
