Abstract
La problemática existente con la presencia de conflictos en la Gestión Administrativa del Departamento de Talento Humano del Municipio del cantón Puebloviejo; Ante esta panorámica se procuró encontrar un camino de respuesta y se planteó como estrategia la implementación de un Manual de Funciones que pueda ser concebido para alcanzar su objetivo de servicio a todos los ciudadanos. La recolección de la información para la elaboración del proyecto se efectuó con visitas a los puestos de trabajo del Municipio del cantón Puebloviejo, en donde se realizaron entrevistas directas con los funcionarios responsables de cada cargo ante lo cual llamo la atención la situación presentada en el Departamento de Talento Humano, realizando por esto un análisis ocupacional de la situación actual del departamento, la definición de los perfiles de trabajo y a continuación se procedió a elaborar el manual de funciones del Departamento de Talento Humano del Municipio del cantón Puebloviejo, tomando como base el de carácter general generado en el Ministerio de Trabajo y adaptándolo a los lineamientos del Buen Vivir. Se insertó el Marco Teórico sobre el tema de Investigación y características principales de la Institución, con las respectivas normativas legales provenientes de la Constitución, el COOTAD y la LOSEP. La metodología aplicada, tipos de investigación, fuentes de recopilación de la información, instrumentos y herramientas consideradas adecuadas para lograr la meta planteada. Con los resultados alcanzados: Análisis de puestos y perfiles de se desarrolló el manual de funciones, se establecieron las conclusiones y recomendaciones emanadas en la Investigación. Se incluyeron las citas bibliográficas utilizadas y finalmente constan como anexos los formatos de los instrumentos utilizados en las encuestas y entrevista, más las fotografías captadas durante el desarrollo del Proyecto de Investigación, las mismas que dan fe del trabajo realizado.

The existing problems with the presence of conflicts in the Administrative Management Department of Human Resource Puebloviejo Canton Township; Faced with this panorama he sought to find a way to respond and mapped out a strategy to implement a manual functions that can be designed to achieve its goal of service to all citizens. The collection of information for the development of the project was carried out with visits to jobs in the municipality of Pueblo Viejo Canton, where direct interviews were conducted with officials responsible for each count to which call attention to the situation presented in the Department Human Talent, doing so an occupational analysis of the current situation in the department, defining job profiles and then proceeded to develop the operating functions of the Department of Human Resource Puebloviejo canton Township, based on the generally generated at the Ministry of Labour and adapting to the guidelines of Good Living. The theoretical framework is inserted on the subject of research and main characteristics of the institution, with the respective legal regulations from the Constitution, the COOTAD and LOSEP. The methodology, types of research, sources of collection of information, tools and instruments considered appropriate to achieve the stated goal. With the results achieved: Job analysis and profiles of the operating functions are developed, conclusions and recommendations from the research were established. bibliographic citations and finally used are included as annexes formats consist of the instruments used in the surveys and interviews, plus photographs taken during the development of the research project, the same as attest to the work done.
