Resumen
El objetivo principal de este estudio se centró en Analizar las deficiencias en la asignación del presupuesto participativo del GAD Municipal de Quevedo, para proponer mejoras que optimicen el funcionamiento y desarrollo de los Centros de Desarrollo Infantil durante el periodo 2023-2024. La metodología planteada se centró en un enfoque mixto, bajo los tipos de investigación documental, descriptiva, exploratorio e investigación-acción participativa. Los métodos establecidos se centraron en el teórico siendo inductivo-deductivo y el estadístico por medio de la estadística descriptiva. Entre los resultados más relevantes, evidencian que el presupuesto participativo es una herramienta clave para atender las necesidades de los CDI en Quevedo, fomentando la participación ciudadana y mejorando la calidad de los servicios. Además, el presupuesto participativo ha demostrado ser una herramienta eficaz en la mejora de la calidad educativa en los Centros de Desarrollo Infantil de Quevedo, consolidando espacios más adecuados y fortaleciendo el bienestar de los niños. Para mantener y fortalecer los logros alcanzados, es fundamental adoptar estrategias que permitan mejorar la planificación y monitoreo del presupuesto participativo, fomentar la formación continua del personal y ampliar la oferta de servicios complementarios.

The research focused on analyzing the following issue: What are the deficiencies in the allocation of the participatory budget by the Quevedo Municipal GAD, and how can these processes be improved to optimize the functioning and development of the Child Development Centers during the 2023-2024 period? The main objective of this study was to analyze the deficiencies in the allocation of the participatory budget of the Quevedo Municipal GAD, in order to propose improvements that would optimize the functioning and development of the Child Development Centers during the 2023-2024 period. The methodology used focused on a mixed approach, incorporating documentary, descriptive, exploratory, and participatory action research types. The established methods were mainly theoretical (inductive-deductive) and statistical through descriptive statistics. Among the most relevant results, it was found that the participatory budget is a key tool for addressing the needs of the CDIs in Quevedo, promoting citizen participation, and improving the quality of services. The most important conclusions highlight that the implementation of the participatory budget in the Child Development Centers of the Quevedo Municipal GAD has positively impacted the quality of services provided, showing a management approach aimed at meeting the beneficiaries' priority needs
