| dc.description | The financial audit is an important tool in the Administrative - Financial processes, the same one that serves to demonstrate the management of the budgetary items of both public and private organizations. In the Administrative Board of Drinking Water and Sewerage of the Chipe-Hamburg Regional System of La Maná Canton, there is a high level of accounts pending collection for the service offered to the beneficiaries, suffering from information clarified by the inadequate management of financial indicators. that affects the decision making, the weak use of collection indicators affects the liquidity of the Board. The general objective is to develop a financial audit in the entity, mainly considering "accounts receivable". A bibliographic review was carried out to support the conceptual, theoretical and legal frameworks, as well as interviews with those involved in the financial area. The documents were examined and they did not have financial statements to proceed with the audit, so they were prepared based on the documentation they have. It was found that by not having double-entry accounting, neither with procedural policies nor with financial statements, accounts receivable are difficult to control, which is why the past due portfolio is bulky. | dc.description.abstract | La auditoría financiera es una herramienta importante en los procesos Administrativos – Financieros, la misma que sirve para evidenciar el manejo de los rubros presupuestarios de las organizaciones tanto públicas como privadas. En la Junta Administradora de Agua Potable y Alcantarillado del Sistema Regional Chipe-Hamburgo del Cantón La Maná, se observa un nivel elevado de cuentas pendientes de cobro por el servicio ofertado a los beneficiarios, adoleciendo de información poco clarificada por el inadecuado manejo de indicadores financieros lo que afecta a la toma de decisiones, la débil utilización de indicadores de cobranzas afecta la liquidez de la Junta. El objetivo general es desarrollar una auditoría financiera en la entidad, considerando principalmente las “cuentas por cobrar”. Se realizó una revisión bibliográfica para fundamentar los marcos conceptual, teórico y legal, además de entrevistas a los involucrados en el área financiera. Se examinaron los documentos y no contaban con estados financieros para proceder con la auditoría, por lo que se elaboraron en base a la documentación que disponen. Se encontró que al no contar con una contabilidad por partida doble, ni con políticas de procedimientos, ni con estados financieros, las cuentas por cobrar son difíciles de controlar, razón por la cual, la cartera vencida es abultada.
