| dc.description.abstract | La investigación, en primera instancia se refiere a las municipalidades ecuatorianas hoy Gobiernos Autónomos Descentralizados, a su naturaleza jurídica, competencias y responsabilidades como persona jurídica ante los problemas ambientales como lo establece tanto la Constitución de la República del Ecuador, el Código Orgánico de Organización Territorial, Autonomía y Descentralización, como normas jurídicas dispersas en otros cuerpos jurídicos que tratan sobre las infracciones (delitos y contravenciones) del daño ambiental, complementando esta información con doctrina acerca de concepciones sobre las ordenanzas y políticas municipales; el medio ambiente; la contaminación, clases de contaminación, y derechos del buen vivir, sumak kawsay, y otros, sobre la necesidad de establecer departamentos de gestión ambiental, políticas y ordenanzas ambientales para la prevención y control de la contaminación ambiental en cada Cantón.
