Abstract
La elaboración de la presente investigación se inició con la determinación de los campos problemáticos respecto a la carencia de un Departamento de Investigación y Desarrollo en el Gobierno Autónomo Descentralizado Municipal del cantón El Empalme, donde entre otras aspectos derivados de esta carencia se puntualizó que la gestión administrativa de la entidad debe ejecutar proyectos de inversión que generen rentas para beneficio de la ciudad y contar con un mapa de necesidades que le permita intervenir en la atención de servicios básicos y obras de infraestructura que requiere la ciudad de una manera prioritaria, planificada y técnica, a la vez alcanzar una mejor relación y compromiso de impulsar el desarrollo local con una gestión administrativa de calidad.
Para el efecto, se formularon los objetivos de la investigación y la hipótesis de trabajo, con los que se direccionó todo el proceso de revisión de literatura, la metodología (tipo de investigación, técnicas y métodos) para la recolección de datos e información y la comprobación de la hipótesis.
La propuesta consistió en la Implementación de un Departamento de Investigación y Desarrollo para el GAD Municipal, la misma que contempló el estudio de factibilidad técnica, económica, financiera y administrativa. Entre los objetivos específicos se estableció la necesidad de contar con un Manual de Funciones para los involucrados en este Departamento (equipos técnicos en el área de investigación y proyectos de inversión).
Entre las conclusiones de la investigación, se determinó que la gestión institución del GAD Municipal debe cambiar el modelo de gestión, por uno que sea propositivo, creativo, emprendedor y planificador estratégico. Que involucre la participación ciudadana en los procesos de discusión y toma de decisiones, como un mecanismo de acción y práctica de democracia directa los procesos de elaboración, ejecución y control de las políticas y servicios públicos.
En recomendaciones, se sugiere como prioridad la implementación del Departamento de Investigación y Desarrollo, donde el equipo de técnicos de investigación se encargue de la elaboración del mapa de necesidades de intervención, a efecto de contar con una planificación que recoja las necesidades de la población de manera directa; y con la ejecución de los proyectos de inversión tener una herramienta técnica de gestión y ejecución de obras de infraestructura y servicios básicos por el efecto multiplicador que genera en el crecimiento y el desarrollo local, en inversión interna y externa, dinamiza la economía y mejora las condiciones de vida de sus habitantes.

The development of this thesis began with the identification of problem areas regarding the lack of a Department of Research and Development in Decentralized Autonomous Government of the Canton Municipal The Junction, where among other issues arising from this deficiency was pointed out that the administrative management of the entity must execute investment projects that generate income for the benefit of the city and have a map needs to be permitted to intervene in the care of basic services and infrastructure required by the city in a priority, planned and technique, while allowing you to achieve a better relationship and commitment to promote local development with quality administrative management.
To this end, it made the research objectives and the working hypothesis, with the whole process is turn my literature review, methodology (type of research, techniques and methods) for data collection and reporting and verification of the hypothesis.
The proposal involved the implementation of a Department of Research and Development for Municipal GAD, the same as with the study of technical feasibility, economic, financial and administrative. Among the specific objectives established the need for a functions manual for those involved in this department (technical equipment in the area of research and investment projects).
Among the conclusions of the investigation, management determined that the institution of the Municipal GAD must change the management model, one that is proactive, creative, entrepreneurial and strategic planner. Involving the participation of citizens in discussion and decision making as a mechanism of action and practice of direct democracy processes of design, implementation and monitoring of policies and public services. In recommendations, it is suggested as a priority the implementation of Research and Development Department, where the technical research team, will handle the mapping of intervention needs, in order to have a plan setting out the needs of the population directly, and with the implementation of investment projects have a technical tool for management and implementation of infrastructure and basic services, through the multiplier effect it has on growth and local development, domestic and foreign investment, stimulates the economy and improving.
