Abstract
Consignar tiempo y recursos para predecir el futuro sobre lo que va a ocurrir en la Unidad Médica del IESS (Instituto Ecuatoriano de Seguridad Social) El Empalme, puede resultar incierto y hasta frustrante para ciertos gerentes y directores que aún buscan hacer prevalecer el olfato y el sentido de la administración sobre la investigación, las nuevas técnicas y métodos de planeación, el enfoque profesional de reorientar las actividades en función no solo de la situación actual de la Unidad Médica, sino del comportamiento a futuro de la economía del país, permitirán aprovechar de mejor manera las oportunidades que se van generando, y se eviten en lo posible los problemas que puedan afectar a las mismas.
La investigación se constituyó a partir de una introducción que definió el diseño investigativo con su objetivo general: Analizar la incidencia de la Gestión Administrativa - Financiera en el Presupuesto de la Unidad Médica del IESS del Cantón El Empalme, período 2012-2013, y como objetivos específicos a)
Confrontar la eficiencia y eficacia de los resultados de la Gestión Administrativa - Financiera que se han obtenido en el IESS del Cantón El Empalme durante el período 2012-2013, b) Verificar el nivel de cumplimiento del presupuesto asignado al IESS del Cantón El Empalme período 2012-2013, y c) Proponer un plan de manejo del Fondo Presupuestario del IESS en el Cantón El Empalme.
Una segunda sección donde se insertó el marco teórico sobre el tema de la investigación, la planificación y presupuestación como oportunidades para sondear como se venía administrando, y luego descifrar que ocurrirá en el futuro.
En la sección tercera se definió la metodología aplicada y los instrumentos apropiados para lograr los objetivos deseados y sobre todo la propuesta. .......
