Abstract
La presente investigación se la desarrolló en el cantón Santo Domingo, y sus 7 parroquias rurales: El Esfuerzo, Luz de América, Puerto Limón, San Jacinto del Búa, San José de Alluriquin, Santa María del Toachi y Valle Hermoso; es decir en la provincia de Santo Domingo de los Tsachilas. Los objetivos que se plantearon son: a) Establecer la factibilidad de creación de una Unidad Ejecutora de Proyectos en el Gobierno Autónomo Descentralizado de la Provincia de Santo Domingo de los Tsáchilas, a fin de mejorar su calidad de gestión administrativa, b) Realizar un diagnóstico de la situación actual de la calidad de gestión Administrativa del Gobierno Autónomo Descentralizado Provincial de Santo Domingo los Tsáchilas, c) Determinar las necesidades socio-económicas de atención urgente durante los próximos 4 años en la provincia de Santo Domingo de los Tsáchilas, y d) Establecer las funciones y competencias de la Unidad Ejecutora de Proyectos.
Circunstancialmente por el carácter social de lo investigado, se aplicaron los tipos de investigación de campo porque se recurrió al lugar de los hechos, documental para sustentarla en base a las teorías del problema, al problema en si, a la hipótesis, y a los mandatos establecidos en las leyes y normas de la Constitución política del Ecuador y sus cuerpos legales; y, descriptiva para realizar las aproximaciones entre las alternativas para la correcta aplicación del proyecto. Los métodos utilizados fueron: Inductivo por tener que buscar y obtener la verdad de los hechos investigados, Deductivo por sus fundamentos teóricos cuyo fin fue concretar el marco de referencia conceptual, Analítico por su apoyo en la organización de la estructura de la Unidad Ejecutora de Proyectos, su análisis fue fundamental para la comprensión objetiva del fenómeno, comprobar la hipótesis y alcanzar los objetivos planteados, Sintético por la búsqueda continua en ser concretos y concisos, y, Científico por cuanto se estableció contacto con la realidad. Se aplicaron 152 entrevistas a las personas que hacen gestión administrativa en el Gobierno Provincial, también 384 encuestas distribuidas según los segmentos poblacionales de las 7 parroquia rurales y el cantón Santo Domingo de los Colorados.
La información recolectada sobre las necesidades socio-económicas prioritarias y el análisis de los resultados permitieron cuantificar el presupuesto requerido para la atención social al conglomerado mandante cuyo monto establecido para el año 2013 asciende a 16’175.045,52 dólares, con notable incidencia en el incremento de la eficiencia del servició público generado por la Unidad Ejecutora de Proyectos del Gobierno Autónomo Descentralizado de Santo Domingo de los Tsachilas, a partir del año 2013.
El talento humano a ejercer la funcionabilidad de la Unidad Ejecutora de Proyectos esta organizado en cuatro niveles de jerarquía: 1 Ejecutivo, 2 Asesor constituido por Comité Técnico Profesional y Comité Técnico Campesino, 3 Auxiliar, y, 4 Operacional.
En base a los antecedentes antes señalados, se estructuró la propuesta de creación de la Unidad Ejecutora de Proyectos, corresponde ahora al GAD Provincial de Santo Domingo de los Tsachilas ratificar su actitud y acciones para su gestión, ejecución y puesta en marcha; de lo contrario esto se convertirá en un documento más del respectivo archivo.
Description
The present investigation developed it to him in the Sacred canton Domingo, and its 7 rural parishes: The Effort, Luz from America, Port Lemon, San Hyacinth of the Búa, San José of Alluriquin, Santa María of the Toachi and Beautiful Valley; that is to say in the county of Sacred Domingo of the Tsachilas. The objectives that thought about are: to) to Establish the feasibility of creation of an Unit Ejecutora of Projects in the Decentralized Autonomous Government of the County of Sacred Domingo of the Tsáchilas, in order to improve their quality of administrative administration, b) to Carry out a diagnosis of the current situation of the quality of Administrative administration of Sacred Domingo's Provincial Decentralized Autonomous Government the Tsáchilas, c) to Determine the socio-economic necessities of urgent attention during next 4 years in the county of Sacred Domingo of the Tsáchilas, and d) to Establish the functions and competitions of the Unit Ejecutora of Projects.
Circumstantially for the social character of that investigated, the types of field investigation were applied because it was appealed to the place of the facts, documentary to sustain it based on the theories of the problem, to the problem in if, to the hypothesis, and to the commands settled down in the laws and norms of the political Constitution of the Ecuador and their legal bodies; and, descriptive to carry out the approaches among the alternatives for the correct application of the project. The used methods were: Inductive to have to look for and to obtain the truth of the investigated facts, Deductive for their theoretical foundations whose end was to sum up the mark of conceptual reference, Analytic for its support in the organization of the structure of the Unit Ejecutora of Projects, its analysis was fundamental for the objective understanding of the phenomenon, to check the hypothesis and to reach the outlined objectives, Synthetic for the continuous search in being concrete and concise, and, Scientific since contact settled down with the reality. 152 interviews were also applied people that make administrative administration in the Provincial Government, 384 surveys distributed according to the populational segments of the rural 7 parish and the Sacred canton Domingo from the Colorado.
The information gathered on the high-priority socio-economic necessities and the analysis of the results allowed to quantify the budget required for the social attention to the conglomerate mandante whose I mount established for the year 2013 ascend to 16'175.045,52 dollars, with remarkable incidence in the increment of the efficiency of the public services generated by the Unit Ejecutora of Projects of the Decentralized Autonomous Government of Sacred Domingo of the Tsachilas, starting from the year 2013.
The human talent to exercise the funcionabilidad of the Unit Ejecutora of Projects this organized one in four hierarchy levels: 1 executive, 2 Adviser constituted by Professional Technical Committee and Rural Technical Committee, 3 Assistant, and, 4 Operational.
Based on the antecedents before signal, the proposal of creation of the Unit Ejecutora of Projects was structured, it corresponds the Provincial GAD of Sacred Domingo of the Tsachilas now to ratify its attitude and actions for its administration, execution and setting in march; otherwise this will become a document more than the respective file
