| dc.description | The Central Government permanently in the State Budget, locates the budget line to meet the housing needs unlimited demanding, especially the most vulnerable social sectors: urban - marginal, they settle and appear in the cities of the cities of the country. | dc.description.abstract | El Gobierno Central de manera permanente en el Presupuesto General del Estado, ubica la correspondiente partida presupuestaria, para atender las ilimitadas necesidades de viviendas que demandan los sectores sociales, especialmente los más vulnerables: urbano – marginales, que se asientan y aparecen en las urbes de las ciudades del pais. Éstos asentamientos no están planificados para ser atendidos por los organismos de turno: Gobierno Autonomo Desentralizado, Prefectura y Gobierno Central, los mismos deben disponer de partidas extrapresupuestarias, para solucionar los asentamientos humanos. La investigación se realizó en el Cantón Quevedo y especificamente el cuestionario con las diferentes interrogantes permitió obtener resultados de los sectores urbano – marginales. La metodología utilizada para conocer la problemática de Factores del entorno de viviendas y su incidencia sobre el buen vivir de los habitantes de sectores urbano – marginales del cantón Quevedo año 2015, fue la aplicación del cuestionario al personal de contacto y para ello la estadística, permitió conocer de primera mano la incidencia de sus habitantes por la falta de vivienda digna, que no es atendida por los Gobiernos Seccionales y central. Considerando que la población es de 43.394 familias, de la misma que se obtuvo el tamaño de la muestra en el total de 396, que es el resultado de la aplicación de la fórmula de Sierra 1992.
