Abstract
El presente proyecto de investigación tuvo como propósito realizar una Auditoría Operativa al proceso de cedulación, para establecer la relación con la atención a los usuarios que asisten al Registro Civil del Cantón El Empalme, año 2012. Los principales motivos que indujeron a realizar este trabajo fueron: determinar la calidad de atención que reciben los usuarios, identificar falencias operativas y establecer los métodos apropiados para optimizar el uso de recursos materiales y humanos en Registro Civil del cantón El Empalme. El desarrollo de esta auditoría operativa, tuvo como resultado, un riesgo inherente de 25 %, el riesgo de control, se estableció en un 28 %, finalmente se asumió un 15 % de riesgo de detección; la ponderación de estos riesgos, nos fijón un
1,05 % global como riesgo de auditoría. Como parte de los papeles de trabajo, se obtuvo un 98,29 % de eficiencia, un 98,29 % de eficacia, y un 99,008 % de efectividad. Los resultados demuestran que el sistema de control interno que emplea el registro civil, demuestra el cumplimiento de procesos administrativos, documentación y de registros. La comunicación entre los departamentos existentes en el Registro Civil, por lo tanto se alcanza la eficiencia. Las políticas, reglamentos, misión, visión que tiene el registro civil se está cumpliendo. La misión de la institución se enfoca hacia dónde quiere llevar y qué quiere hacer, por lo que si se cumple eficientemente. El proceso de cedulación presenta un nivel de confianza alto de manera que el nivel de riesgo es bajo lo que demuestra que se está cumpliendo con el proceso de registros eficientemente. Los indicadores de gestión demuestran que la eficiencia, eficacia y efectividad de la Auditoria Operativa del Registro civil del cantón El Empalme empleada durante el año 2012, presenta un nivel alto de cumplimiento y un riesgo bajo. Todos estos cálculos permitieron obtener los informes, pertinentes al Control Interno y por otro lado al informe final de auditoría.
Description
The present investigation project had as purpose to carry out an Operative Audit to the cedulation process, to establish the relationship with the attention to the users that attend the Civil Registration of the El Empalme Town, year 2012. The main reasons that induced to carry out this work were: to determine the quality of attention that the users receive, to identify operative and to establish the appropriate methods to optimize the use of material and human resources in Civil Registration of the El Empalme Town. The development of this operative audit, had as result, an inherent risk of 25%, the control risk, settled down in
28%, finally 15% of detection risk was assumed; the ponderation of these risks, us 1, 05 % global as audit risk. As part of the working papers, it was obtained

The results demonstrate that the internal check system that uses the Civil Registration, demonstrates the execution of administrative processes, documentation and of registrations. The communication among the existent departments in the Civil Registration, therefore the efficiency is reached. The politicians, regulations, mission, vision that has the civil registration is completing. The mission of the institution is focused toward where he/she wants to take and what he/she wants to make, for that if it is completed efficiently. The cedulation process presents a high confidence level so that the level of risk is low what demonstrates that it is fulfilling the process of registrations efficiently. The administration indicators demonstrate that the efficiency, effectiveness and effectiveness of the Operative Audit of the Civil Registration of the El Empalme Town used during the year 2012, presents a high level of execution and a low risk. All these calculations allowed obtaining the reports, pertinent to the Internal check and on the other hand to the final report of audit.
