Abstract
La presente evaluación de gestión fue aplicada en la Junta Administradora de Agua Potable de la Parroquia Patricia Pilar, considerándose una empresa pública y que posee una directiva que la elige los habitantes de la parroquia para que la administre, durando cada administración en su poder dos años y posee como ente regulador el MIDUVI.
La Junta de agua de la Parroquia Patricia Pilar consta con 1200 usuarios, siendo su único objetivo de la empresa proveer agua a la población de la parroquia antes mencionada, además también se evaluó la satisfacción generada en los usuarios en el año 2012.
El único objetivo de la evaluación de gestión de la junta es conocer como está laborando la Junta, si se cumplen los objetivos y los reglamentos dentro de su administración basándose en las Normas de control interno para instituciones públicas y en leyes y reglamentos de la Junta, también se aplicó encuestas a los habitantes de la parroquia para conocer la satisfacción generada en los usuarios ya que ellos son los consumidores del agua.
Dentro de la evaluación de la gestión se evidenciaron falencias como la inexistencia de la visión y la misión, incumplimiento de algunas de las funciones a los diferentes cargos administrativos lo que ocasiona recargo de trabajos a otros directivos, un poco de retardo en solucionar problemas por deterioro de tuberías, la planificación por parte de los administrativos no se evidencia, con relación al control de inventario se presentan un poco de falencias.
Esta evaluación de gestión fue realizada en 40 días laborables bajo la autorización de los administrativos quienes me facilitaron el permiso necesario para llevar a cabo mi tesis de grado, esperando que con el informe de esta evaluación sean mejoradas las falencias encontradas para crecimiento y confiabilidad de la Junta.
Description
The present administration evaluation was applied in the Administrating Meeting of Drinkable Water of the Parish Patricia Pilar, being considered a public company that possesses a directive one that chooses it the inhabitants of the parish so that he/she administers it, lasting each administration in its power two years and it possesses as entity regulator the MIDUVI.
The Meeting of water of the Parish Patricia Pilar consists with 1200 users, being her only objective of the company to provide water before to the population of the parish mentioned, the satisfaction was also evaluated generated in the users in the year 2012.
The only objective of the evaluation of administration of the meeting is to know like they are working the Meeting if the objectives and the regulations are completed inside its administration being based on the Norms of internal control for public institutions and in laws and regulations of the Meeting, survey was also applied the inhabitant of the parish to know the satisfaction generated since in the users they are the consumers of the water.
Inside the evaluation of the administration the nonexistence of the vision and the mission were evidenced, nonfulfillment of some of the functions to the different administrative positions what causes overcharge of works to other directive, retard in solving problems for deterioration of pipes, the planning on the part of the office workers is not evidenced, with relationship to the inventory control are presented some irregularities.
This administration evaluation was carried out in 40 working days under the authorization of the office workers who you/they facilitated me the necessary permission to carry out my degree thesis, waiting that with the report of this evaluation the discoveries found for growth and dependability of the Meeting are improved.
