Abstract
La presente investigación tuvo como propósito realizar una auditoría administrativa a la Cooperativa de Transportes Intraprovincial “Jesús del Gran Poder”, año 2012. Los principales motivos que indujeron a realizar este trabajo fueron: la ausencia de sistemas de control interno, incoherencia en los objetivos y procedimientos, la inseguridad y la incomodidad en la transportación pública y carencia de una auditoria administrativa que permita dar cumplimiento De acuerdo al cuestionario de Control Interno aplicado, el mismo que se fundamenta en los 20 principios del Control Interno bajo el modelo COSO; la Cooperativa mantiene un Nivel de Confianza sobre los controles aplicados en la entidad del 77 %, provocando un 12 % de Nivel de Riesgo de Control; el nivel de Control Interno obtenido nos permite concluir que el nivel de confianza es alto, mientras que el nivel riesgo es bajo. Además, mediante el análisis realizado en esta auditoría, se pudo comprobar que la Cooperativa maneja el sistema tradicional de la administración basada en los procedimientos empíricos, y en concordancia con el sistema administrativo manejado por la entidad se comprobaron las diferentes actividades que se realizan en la institución. Los resultados de la encuesta aplicada nos demostraron que en su mayoría, los usuarios no están satisfechos con los servicios que oferta la entidad evaluada; el criterio obtenido, nos motiva a concluir que la institución no cuenta con servicios de calidad para satisfacer las necesidades de los clientes. Los indicadores de gestión demostraron que la eficiencia y eficacia de las operaciones que desarrolla la Cooperativa de Transportes Intraprovincial “Jesús del Gran Poder” empleada durante el año 2012, presenta un porcentaje de: eficiencia 91,67 %, eficacia 89,13 %

The present investigation had as purpose to carry out an administrative audit to the Cooperative of Transports Intraprovincial “Jesus of the Great one to be able to”, year 2012. The main reasons that induced to carry out this work were: the absence of internal check systems, incoherence in the objectives and procedures, the insecurity and the annoyance in the public transportation and lack of an administrative audit that he/she allows to give execution according to the questionnaire of applied Internal check, the same one that is based in the 20 principles of the low Internal check the pattern SEWS; the Cooperative maintains a Confidence level on the controls applied in the entity of 77%, causing 12% of Level of Risk of Control; the level of obtained Internal check allows us to conclude that the confidence level is high, while the level risk is low. Also, by means of the analysis carried out in this audit, it could be proven that the Cooperative manages the traditional system of the administration based on the empiric procedures, and in agreement with the administrative system managed by the entity were proven the different activities that are carried out in the institution. The results of the applied survey demonstrated us that in their majority, the users are not satisfied with the services that it offers the valued entity; the obtained approach, motivates us to conclude that the institution doesn't have services of quality to satisfy the necessities of the clients. The administration indicators demonstrated that the efficiency and effectiveness of the operations that it develops the Cooperative of Transports Intraprovincial “Jesus of the Great one to be able to” employee during the year 2012, it presents a percentage of: efficiency 91, 67%, effectiveness 89, 13%.
