| dc.description | This research was conducted at the Department of Human Talent Group Forces Special Nº 26 CENEPA., Domiciled in the city of Quevedo, Los Rios Province, which has been operating since 1966, with the aim of contributing to the management operation of the institution, is if they meet the objectives of efficient, effective and economic way, the next target was raised: "To determine the incidence of an operational audit to the area of human talent in optimizing services Group Forces Special Nº 26 CENEPA, 2013 ", whose diagnosis has allowed now identify the unit has shortcomings in the Human Resource Department, they will not let you effectively develop activities, because it is not properly applied Internal Controls in this area. Therefore he was born the need for an operational audit to analyze the functions of the staff, and; the procedures to be followed, to route all the activities taking place in the institution and thus improve the operational management. Evaluation of Internal Control in the Department of Human Talent Group Forces Special Nº 26 CENEPA, reflects us that policies do not apply in the department efficiently through ignorance, present in the operational area a confidence level of 93 % and the risk level of 7% is low. It was therefore proposed labor a report of internal control, with the respective findings to present conclusions and alternative solutions by recommendations of which must be analyzed and reviewed by the directors of the Group Forces Special Nº 26 CENEPA, and thus the can put into practice for the benefit of the institution. | es_ES |
| dc.description.abstract | La presente investigación se realizó en el departamento de Talento Humano del Grupo De Fuerzas Especiales Nº 26 CENEPA., domiciliada en la ciudad de Quevedo, Provincia de Los Ríos, el cual viene funcionando desde el año 1966, con la finalidad de contribuir a la gestión operativa de la institución, es decir si se cumplen con los objetivos de manera eficiente, eficaz y económico, se planteó el siguiente objetivo: “Determinar la incidencia de una Auditoría Operativa al área de Talento Humano en la optimización de los servicios del Grupo de Fuerzas Especiales Nº 26 CENEPA, año 2013”, cuyo diagnóstico, ha permitido identificar actualmente, que la unidad presenta falencias en el Departamento de Talento Humano, los mismos que no le permiten desarrollar con eficacia las actividades, debido a que no se aplica adecuadamente Controles Internos en esta área. Por este motivo nació la necesidad de realizar una Auditoria Operativa que permita analizar las funciones del personal, así como; los procedimientos que deben seguir, para encaminar todas las actividades que se desarrollan en la institución y de esta manera mejorar la Gestión Operativa. La evaluación del Control Interno en el Departamento de Talento Humano del Grupo de Fuerzas Especiales Nº 26 CENEPA, nos refleja que no se aplica las políticas en el departamento de forma eficiente por desconocimiento, presenten en el área operativa un nivel de confianza alto de 93% y el nivel de riesgo de 7% que es bajo. Por ello se planteó laborar un informe de control interno, con los respectivos hallazgos para presentar conclusiones y alternativas de solución mediante recomendaciones, mismas que deben ser analizadas y revisadas por los directivos del Grupo de Fuerzas Especiales Nº 26 CENEPA, y de esta manera las puedan poner en prácticas en beneficio de la institución. | es_ES |
