Abstract
Esta investigación fue realizada en el Gobierno Autónomo Descentralizado Municipal del Cantón Valencia, ubicado en la Avenida 13 de diciembre y 2 de agosto en la Provincia de Los Ríos, con una duración de 180 días, cuya propuesta era: Elaboración del Manual de Funciones para el Gobierno Autónomo Descentralizado Municipal del Cantón Valencia.
Se utilizaron los métodos inductivo, deductivo, analítico y estadístico para poder analizar desde diferentes puntos de vista la problemática que enfrenta actualmente la institución.
Se cumplió con los objetivos propuestos que fueron:
1. Realizar un diagnóstico de los procesos actuales administrativos del Gobierno Autónomo Descentralizado Municipal del Cantón Valencia.
2. Efectuar el análisis de los cargos existentes, para establecer las funciones a desempeñar de cada empleado de la institución, nivel de responsabilidad y compromiso.
3. Elaborar los componentes del Manual de Funciones para el Gobierno Autónomo Descentralizado Municipal del Cantón Valencia.
El análisis de cargo que se realizó, concuerda con la hipótesis que planteados que era “La falta de un manual de funciones ocasiona el desconocimiento y delimitación de las funciones en el Gobierno Autónomo descentralizado Municipal del Cantón Valencia”.
De los resultados obtenidos el 95% indicaron que la institución no cuenta con un manual de funciones, el 100% desconoce la estructura organizativa, información importante que sustenta el desarrollo de la propuesta.
El manual de Funciones ha sido diseñado considerando el Código Orgánico de Organización Territorial, Autonomía y Descentralización, Ley Orgánica de Servicio Público y la Constitución, para contribuir con la base legal, se realizó la descripción de las actividades, perfil académico y habilidades en cada cargo.
Por lo que cumplimos con nuestro objetivo central que fue entregar la información que pueda facilitar el conocimiento de la institución desde el punto de vista estructural, y que sirva de guía hacia sus empleados, para lograr un mejor funcionamiento; fomentando la responsabilidad y la calidad de los servicios para lograr una institución eficiente y eficaz.

This investigation was carried out in Valencia’s canton Municipal Decentralized Autonomous Government, located in the Avenue December 13 and August 2 in The Ríos' County, with a duration of 180 days whose proposal was: Elaboration of the Manual of Functions Valencia’s canton for the Municipal Decentralized Autonomous Government.
The inductive, deductive, analytic and statistical methods were used to be able to analyze from different points of view the problem that faces the institution at the moment.
It was fulfilled the proposed objectives that they were:
1. To carry out a diagnosis of the processes current office workers Valencia’s canton Municipal Decentralized Autonomous Government.
2. To make the analysis of the existent positions, to establish the functions to carry out of each employee of the institution, level of responsibility and commitment.
3. To elaborate the components of the Manual of Functions Valencia’s canton for the Municipal Decentralized Autonomous Government.
The position analysis that was carried out, agrees with the hypothesis that outlined that it was "The lack of a manual of functions causes the ignorance and delimitation of the functions in Valencia’s canton the Municipal decentralized Autonomous Government.
Of the obtained results 95% indicated that the institution doesn't have a manual of functions, 100% ignores the organizational structure, important information that sustains the development of the proposal.
The manual of Functions has been designed considering the Organic Code of Territorial Organization, Autonomy and Decentralization, Organic Law of Public Service and the Constitution, to contribute with the legal base; it was carried out the description of the activities, academic profile and abilities in each position.
For what we fulfill our central objective that was the information that can facilitate the knowledge of the institution from the structural point of view, to surrender and that it serves as guide toward its employees, to achieve a better operation; fomenting the responsibility and the quality of the services to achieve an efficient and effective institution.
