Abstract
La presente investigación fue realizada en la parroquia San Luis de Pambil perteneciente al cantón Guaranda provincia de Bolívar, la empresa Sindicato de Choferes Profesionales San Luis de Pambil ubicada en el km 1.5 de la vía al Cantón Las Naves. El objetivo de esta investigación fue Evaluar el grado de eficacia y eficiencia del control interno en el área de nóminas del Sindicato de Choferes Profesionales de San Luis de Pambil, periodo 2012 para la realización de este trabajo se utilizaron los tipos de investigación Descriptiva y Explicativa los cuales fueron de vital ayuda en la obtención de información, se utilizó el método inductivo el cual permitió establecer lineamientos referentes a la investigación el método deductivo aporto a la realización de la matriz DOFA, el disponer políticas y procedimientos para el control interno, facilita el reconocimiento de las operaciones y de las responsabilidades implícitas en cada proceso, de tal forma que coadyuve no solo a mantener información fiable sino también la optimización de recursos; sin embargo, el sistema de control interno apoyado en procedimientos establecidos, no garantizan la disminución de la totalidad de errores que pueden suscitarse, todo depende de cómo se implante, se evalué y supervise. Los resultados obtenidos de acuerdo a la aplicación de indicadores para medir la eficacia, efectividad y cumplimiento de área reflejo a través de hallazgos encontrados que la empresa cumplen al 100% con las leyes y reglamentos a los que está sujeta, la empresa no cuenta no una estructura orgánica y funcional arrojando un indicador de 0%, la información financiera emitida por el departamento financiero es revisada analizada evaluada y conciliada el 100% es cumplido a cabalidad. Es por ello, que considero que este trabajo será de gran utilidad en la búsqueda de posibles soluciones.

This research was conducted in the parish San Luis of Pambil belonging to the province of Bolivar Guaranda Canton, the company Union of Professional Drivers San Luis de Pambil located at km 1.5 of the road to Las Naves Canton. The objective of this research was to evaluate the effectiveness and efficiency of internal control in the area of payroll Professional Drivers' Union of San Luis de Pambil, period 2012 to carry out this work the types of descriptive and explanatory research used the which were of vital assistance in obtaining information, the inductive method which allowed to establish guidelines regarding the investigation deductive method contributed to the realization of the SWOT matrix, have policies and procedures for internal control is used, facilitates the recognition operations and responsibilities implicit in every process, so that contributes not only to maintain but also reliable information resource optimization; however, the internal control system supported by established procedures do not guarantee the reduction of all errors that can arise, it all depends on how you implant, evaluated and monitored. The results obtained according to the application of indicators to measure efficiency, effectiveness and compliance of reflection area through findings that the company comply 100% with the laws and regulations to which it is subject, the company has no organizational and functional structure throwing an indicator of 0%, the financial information issued by the finance department is reviewed and reconciled analyzed evaluated 100% is fully met. That is why, I believe that this work will be useful in the search for possible solutions.
