Abstract
El presente estudio fue realizado en el cantón Ventanas y su entorno; el mismo involucró a los actores principales de la Federación Provincial de Organizaciones Comunitarias “Tierra Fértil”, en el periodo 2014, 175 asociados a través de un cuestionario y una entrevista a su ejecutivo máximo, como Presidente del Directorio Sr. Román Gerardo Andrade Ortiz.
Muy importante es el conocimiento del sector agrícola productor de maíz amarillo duro, donde el problema principal lo constituye la comercialización del mismo; sin embargo de ello, no se debe dejar anotar que los involucrados, padecen desde sus inicios de pre siembra, siembra, mantenimiento y levantamiento de cosecha, siempre tienen inconvenientes insalvables; ante esto, los fundadores, en el número de 22, formaron una organización que defienda los intereses de los pequeños y medianos productores y que posteriormente se lo conoce como FEPROCTIFE y que actualmente en el número de 175 integrantes de diferentes organizaciones comunitarias, forman parte de la misma.
La Institución, se preocupa de garantizar la comercialización de maíz amarillo duro, con un precio de sustentación oficial, que entre otros tiene la calificación y peso justo; así como, pagos oportunos. Al mismo tiempo los convenios firmados con entidades gubernamentales garantizan la sostenibilidad de la Soberanía y Seguridad Alimentaria, como eje principal del cambio de la Matriz Productiva propugnada por el Gobierno Central.
Para el desarrollo de investigación se empleó el método inductivo-deductivo, que permitió recabar información de la investigación cualitativa y cuantitativa, partiendo de la observación directa de los hechos, en base a la encuesta realizada, para arribar a la interpretación de los resultados y concluir que existe un compromiso institucional para con sus afiliados.
La organización tiene un compromiso de apoyar a sus integrantes, en todo lo referente a el financiamiento de la iniciativa del productor asociado, con semillas de calidad, Insumos y asesoramiento técnico, de tal manera que contribuya a reforzar los convenios con entidades de gobierno, para consolidad la Matriz Productiva, garantizando la Soberanía y Seguridad Alimentaria, de uno de los sectores estratégicos de la misma.
Se concluye la investigación con el aporte importante de lo referente a la Soberanía, seguridad y matriz productiva, como filosofía de cambio implementada por el gobierno central, el mismo que involucra a todos los actores de la producción.

This study was conducted in the Ventanas Canton and its surroundings; it involved the main actors of the Provincial Federation of Community Organizations "Fertile Ground" in the period 2014, 175, members through a questionnaire and an interview with its CEO, as Chairman Mr. Roman Andrade Gerardo Ortiz.
Very important is the knowledge of the agricultural sector producing yellow corn, where the main problem is the marketing thereof; However this, should not be left to note that those involved, suffering from the beginning of pre sowing, planting, maintenance and harvest survey, always have insurmountable problems; at this, the founders, at number 22, formed an organization that defends the interests of small and medium producers and is known later as FEPROCTIFE and currently at number 175 members of various community organizations, are part of thereof.
The institution is concerned to ensure the marketing of yellow corn, priced official support, which among others has the qualification and just weight; as well as timely payments. At the same time the agreements signed with government agencies ensure the sustainability of Sovereignty and Food Safety, as the main axis of the matrix Productive change advocated by the Central Government.
To develop inductive-deductive research method was used, which allowed collecting information of qualitative and quantitative research, based on direct observation of the facts, based on the survey, to arrive at the interpretation of the results and conclusion that there is an institutional commitment to its members.
The organization is committed to supporting its members in all matters relating to the financing of the initiative associate producer with quality seeds, inputs and technical advice, so that contribute to strengthening partnerships with government agencies to Productive consolidate Matrix, ensuring food sovereignty and security, one of the strategic sectors of the same.
Research concludes with the important contribution regarding the sovereignty, security and productive matrix, as a philosophy of change implemented by the central government, the same that involves all stakeholders in production.
