Abstract
La escaza utilización del material reciclable es un problema común en las
ciudades de los países latinoamericanos. Ecuador no es la excepción, el
crecimiento paulatino de la población y el creciente cambio en los patrones de
consumo han hecho que los residuos sólidos se acumulen y se conviertan en
un obstáculo. Sin embargo para una gran parte de la población, el material
reciclable se ha convertido en un medio de subsistencia, la aparición de
empresas sociales (cooperativas, microempresas y asociaciones de aseo) que
reciclan materiales se ha vuelto una realidad cotidiana.
¿Pero; existen políticas públicas de gestión integral del material reciclable que
tengan como prioridad la participación de pequeños recicladores?; ¿Acaso se
ha perfilado una política que en base a un modelo de pequeñas empresas
sociales, tengan como objetivo primordial generar fuentes de ingreso?
El proyecto destinado a esta investigación, empieza a buscar respuestas para
solucionar el “problema del uso del material reciclable” en el Gobierno
Autónomo Descentralizado del cantón Quevedo, a partir del seguimiento a la
gestión administrativa de residuos sólidos.
La escaza asignación de recursos para la implementación de proyectos de
reciclaje, las prácticas de higiene de los habitantes de la ciudad de Quevedo, y
el poco conocimiento acerca de sistemas de reciclaje son de las principales
dificultades que se observa.El principal resultado que se obtuvo a partir del
análisis del sistema administrativo del material reciclable por parte del Gobierno
Autónomo Descentralizado del Cantón Quevedo, fue que la creación de un
departamento de reciclaje es una iniciativa que permite potencializar el
desarrollo económico en el que se incluya al material reciclable como una
oportunidad de crecimiento y desarrollo.
Description
The limited use of recyclable materials is a common problem at Latin-American
cities. Ecuador it’s not an exception, the gradual growth of population and the
growing change in consumption patterns have made solid waste to accumulate
and become an obstacle. However for a big part of the population, the recyclable
material has become a means of subsistence, the emergence of social
enterprises (cooperatives, micro-enterprises and associations) recycled
materials have become a daily reality.
But; are there public policies of integrated management of recyclable material
that have as a priority the participation of small recyclers)? It has become a
policy which based on a model of small social enterprises that have an objective
to generate sources of income?
The project aimed at this research, begins to seek answers to solve the
"problem of the use of recyclable material" in the Decentralized Autonomous
Government of Quevedo, from the follow-up to the administrative management
of solid waste.
The limited resource allocation for the implementation of recycling projects,
practices of hygiene of the inhabitants of the city of Quevedo, and the lack of
knowledge about recycling systems sustainable are the main difficulties
observed making more difficult the implementation of a recycling system. So the
main result obtained from the analysis of the administrative systems of the
recyclable material at the Government decentralized autonomous of Quevedo
was the creation of a Department of recycling is an initiative that allows you to
enhance economic development through a sustainable system in which are
included the recyclable material as an opportunity of growth and economic
development.
