Abstract
La revisión especial realizada a la cuenta Ingresos, fue aplicada en el Gobierno Autónomo Descentralizado Municipal del Cantón Pichincha; esta investigación respondió a la interrogante investigativa: ¿De qué manera incide un examen especial a la cuenta de ingresos propios en el cumplimiento de las normativas legales en el Gobierno Autónomo Descentralizado Municipal del Cantón Pichincha?, para lo cual se planteó el siguiente objetivo: Realizar un examen especial a la cuenta de ingresos propios y su incidencia en el cumplimiento de las normativas legales en el Gobierno Autónomo Descentralizado Municipal del Cantón Pichincha. Además, se utilizaron los métodos deductivo, inductivo, analítico y sintético. Las políticas que mantiene el GAD permiten manejar la cuenta ingresos de manera adecuada, entre ellas el registro permanente de cada rubro que arroja el departamento de rentas, por lo que la administración conoce con exactitud la cantidad recaudada. A la vez se detectaron algunas situaciones que involucran el desempeño del control interno que mantiene la empresa, los que se encuentran detallados en el informe. Una vez evaluadas cada una de las actividades que realiza la entidad con los componentes de sistema de control interno, se obtuvo los siguientes resultados, el nivel de riesgo del sistema del control interno es del 10 %, de acuerdo a la tabla es un nivel de riesgo BAJO. El Nivel de Confianza es 90 % de acuerdo a la tabla es un Nivel de Confianza ALTA. De acuerdo a los rubros de la cuenta ingreso y al registro de la misma se determinara los observaciones pertinentes, a la vez se deben aplicar ciertas políticas que deben adoptar las áreas en mención.

The special revision carried out to the bill Revenue, it was applied in the Municipal Decentralized Autonomous Government of the Canton Pichincha; this investigation responded to the investigative query: Does it impact a special exam to the own income account in the execution of the legal regulatory schemes in the Municipal Decentralized Autonomous Government of the Canton Pichincha of what way?, for that which thought about the following objective: To carry out a special exam to the own income account and their incidence in the execution of the legal regulatory schemes in the Municipal Decentralized Autonomous Government of the Canton Pichincha. Also, the deductive, inductive, analytic and synthetic methods were used. The politicians that the GAD maintains allow managing the bill revenue in an appropriate way, among them the permanent registration of each item that throws the department of rents, for what the administration knows with accuracy the collected quantity. At the same time some situations were detected that involve the acting of the internal check that maintains the company, those that are detailed in the report. Once evaluated each one of the activities that carries out the entity with the components of internal check system, was obtained the following results, the level of risk of the system of the internal check is of 10%, according to the chart it is a level of LOW risk. The Confidence level is 90% according to the chart it is a Confidence level DISCHARGE. According to the items of the bill entrance and to the registration of the same one it was determined the pertinent observations, at the same time certain politicians should be applied that should adopt the areas in mention.
