Abstract
La creación de un Centro de Artes para menores de edad con discapacidad, del Cantón el Empalme que estará bajo la ejecución del Gobierno Autónomo Descentralizado Municipal del Cantón El empalme año 2014, es un proyecto brindará un servicio social a los ciudadanos de este cantón, que posean algún tipo de discapacidad, lo que permitirá el desarrollo de sus aptitudes a un mayor nivel, a través del canto, la música, el teatro o la danza. Comprendió la fase preliminar dela Tesis, al capítulo I, con el diagnóstico dela problematización, que formuló un problema, ante la inexistencia de un Centro de Arte, así también se justifica porque tiene importancia, en el desarrollo personal y psicomotriz de los menores con discapacidad, este capítulo también permitió la enunciación de los objetivos, se buscó establecer cómo se desenvuelven e identifican sus necesidades, y la hipótesis se plantea en relación a mejorar su calidad de vida. Toda la fundamentación, teórica, conceptual y legal, en el capítulo II, aquí se consultaron autores de libros, así como información importante de sitios web, MIESS y otros que formulaban teorías científicas, la fundamentación legal, se la obtuvo de la Constitución de la República, Ley Orgánica de Discapacidades,, Código de la Niñez y Adolescencia, Plan Nacional de Desarrollo, para el buen vivir, Ordenanza sobre discapacidades, Eliminación de Barreras Arquitectónicas y Urbanísticas del Cantón El Empalme. El capítulo III, se demuestra la investigación con los tipos de métodos, técnicas y fuentes que intervinieron en el estudio efectuado, para la presente Tesis. Se consideró la obtención de los resultados prácticos, a través de la tabulación, la encuesta, el análisis, entrevista, y el desarrollo de los estudios, técnico, económico y financiero, que comprobaron la rentabilidad social que este aportara a los ciudadanos del Cantón El Empalme y sus familiares menores de edad que padecen de discapacidad, todo esto en el capítulo IV,
Se llegó a la conclusión en el capítulo V, que es ejecutable y se recomienda su socialización de la Tesis, cuya hipótesis se rechaza por cuanto aún no se ha llegado a cumplir. El mejoramiento de la calidad, de vida, gracias a la creación del centro
