Abstract
Las organizaciones campesinas son ocho organizaciones de base, una por recinto del Cantón Quinsaloma. La personería jurídica de las organizaciones campesinas es una Unión cantonal de organizaciones campesinas e indígenas que trabajan con un Nº de Acuerdo ministerial representante por el Ministerio de Agricultura Ganadería, Acuacultura y Pesca (MAGAP).
La investigación se la realizó, debido a la carencia de un sistema contable y financiero en las organizaciones campesinas del Cantón Quinsaloma ya que por varias circunstancias no se ha podido llevar de una manera adecuada la contabilidad dentro de cada organización, por lo que se planteó los siguientes objetivos: Diseñar un sistema contable y financiero para las organizaciones campesinas del Cantón Quinsaloma: realizar un diagnóstico de las actividades administrativas, operativa del control contable y financiero de las organizaciones campesinas, establecer procedimientos para las organizaciones campesinas; el control de las actividades en la gestión administrativas, operativas y financieras y proponer un sistema contable y financiero para las organizaciones campesinas del Cantón Quinsaloma a fin de fortalecer la toma de decisiones administrativas, operativas y financieras.
Estas organizaciones campesinas poseen una estructura interna que están conformadas según lo señalan sus estatutos por sus juntas directivas: por el presidente, el secretario, tesorero y 3 vocales elegidos en votación secreta por la junta general siendo los encomendados del registro de las transacciones comerciales, administrativo y operativo son los tesoreros con el auxilio de las secretarias que desempeña funciones y realizan tareas o actividades fuera de su competencia, estos informes financieros son presentados y dados a conocer a los socios al final del año.
Las sesiones de la directiva de las organizaciones campesinas son convocadas por sus directivas cada fin de mes con el fin de recoger las cuotas de cada socio y tratar sobre los aspectos del avance de las actividades de los proyectos productivos concedidos del Gobierno Provincial de Los Ríos Zona Norte. Siendo la más importante de las resoluciones en las organizaciones campesinas que se han caracterizado de emprender e impulsar la ejecución de proyectos productivos.
Mediante el análisis profundo de cada una de las ocho organizaciones campesinas del Cantón Quinsaloma con personería jurídica avalada por el MAGAP, aplican una contabilidad ineficientes, perjudicando directamente a los socios, los mismos que no tienen una seguridad o confianza sobre los resultados que se logran al finalizar el año económico.
Las organizaciones campesinas vienen trabajando únicamente con registros básicos y simples, lo que al momento de realizar los balances genera problemas y confusiones. Dentro de cada organización existe un estatuto que son formados por las disposiciones de la Ley Orgánica de la Economía Popular y Solidaria y del Sector Financiero Popular y Solidario, su Reglamento General, las dictadas por el ente regulador y la Superintendencia de Economía Popular y Solidaria que un 87% de socios desconocen las normativas para el desempeño de su asociación y el 13% lo conocen, es decir que no aplican las normas contables establecidas en el catalogo único emitido por la superintendencia de Economía Popular y Solidaria. Al no contar con este catalogo único emitido por la superintendencia de Economía Popular y Solidaria, no existen las herramientas necesarias para tomar decisiones trascendentales en las organizaciones y tampoco se puede informar periódicamente sobre el estados financiero a los socios; motivo por el cual en se propone un diseño del sistema contable y financiero propuesto para las organizaciones campesinas que lograrán tomar mejores decisiones administrativas y disponer de un control contable y de los recursos financieros en optimizarlos como finalidad de las organizaciones.

Peasant organizations consist of 8 organizations from base, one per enclosure Quinsaloma Canton. This research was made due to the lack of an accounting and financial system FOs Canton Quinsaloma since for various reasons have not been able to bring in an adequate manner the accounts within each organization, which was raised the following objectives: Develop a system for accounting and financial FOs Quinsaloma Canton: a diagnosis of administrative, operational activities of the accounting and financial control of farmers 'organizations, establish procedures to farmers' organizations; control activities in the administrative, operational and financial management and propose an accounting and financial system of the Canton FOs to strengthen Quinsaloma making administrative, operational and financial decisions.
These FOs have an internal structure that are formed as demonstrated by its statutes by their boards: the president, secretary, treasurer and three members elected by secret ballot by the general meeting being responsible for the registration of commercial transactions, administrative and treasurers operating with the help of secretaries who performs functions or activities and perform tasks beyond their competence, these financial reports are submitted and disseminated to the partners at the end of the year.
The meetings of the board of FOs are convened by its directives end of each month in order to collect contributions of each partner and discuss aspects of the progress of work of those awarded productive projects of the Provincial Government of Rivers Area North. Being the most important decisions in peasant organizations that have been characterized to undertake and promote productive projects.
Through deep in each of the eight farmer organizations Canton Quinsaloma with legal MAGAP supported by the analysis applies a inefficient accounting, directly harming the partners, they do not have a safety or confidence in the results that are achieved by fiscal year end.
Peasant organizations are working only with basic and simple records, which at the time of the balance causes problems and confusion. Within every organization there is a statute which are formed by the provisions of the Organic Law of the People and Solidarity Economy and Financial Popular and Solidarity Sector, its General Regulation, issued by the regulator and the Superintendency of Popular and Solidarity Economy that 87% of members are unaware of the regulations for the performance of their association and 13% know it, ie not applying accounting policies set out in the only catalog issued by the Superintendency of Popular Solidarity Economy.
