Abstract
La investigación se realizó en la provincia de Los Ríos, ubicada en la zona centro occidental del país, con 6.254 km2. Tiene una forma alargada a través de la cual se extiende una gran planicie o sabana, lo que permite la agricultura y su máxima elevación del terreno, no supera los 500 m. Con el objetivo de desarrollar el diagnóstico agropecuario y turístico de la provincia, como son sus componentes físico, social, y turístico. Para el inventario del potencial turístico se realizó un trabajo de campo en los 13 cantones de la provincia y se registraron los atractivos naturales y manifestaciones culturales. El Modelo de Gestión integral contó con aspectos administrativos, comerciales, estratégicos y operativos. También se elaboró mapas de ubicación de los sitios turísticos y fincas agroturísticas. El Proyecto de Ordenanza provincial para la ejecución del modelo, se estructuró a través de varios artículos referentes al turismo del COOTAD (Código Orgánico de Organización Territorial, Autonomía y Descentralización). En la investigación se aplicaron los métodos: de observación, analítico y síntesis. Se diagnosticó que posee un clima propicio para la zona agropecuaria, con un 50% de habitantes en la zona rural, además posee potencial agroturístico, por las haciendas, fincas y lugares de esparcimiento que contienen atractivos agropecuarios, naturales y culturales, por medio del proceso de campo, se inventario atractivos naturales y manifestaciones culturales, de los cuales se registró 24 sitios naturales y 9 manifestaciones culturales, el Modelo de Gestión del Agroturismo permitirá mediante sus estrategias, programas y proyectos, promover una coordinación con todos los entes involucrados en el sector turístico y al mismo tiempo facilitará y motivará a visitar las fincas agroturísticas. El proyecto de ordenanza permite dar un seguimiento y control efectivo para la ejecución del modelo de gestión del agroturismo, dando lugar a un encadenamiento productivo en la provincia de Los Ríos.

With the objective of developing the agricultural and tourist diagnosis of the province, as its component, social, and tourist physicist, this research was carried out in the province of Los Ríos, located in the central western zone of the country, with 6.254 km², has an enlarged form through which extends a great plain or savannah, which allows agriculture and its maximum elevation of the land does not exceed 500 m For the inventory of the potential, a field work was carried out in the 13 cantons of the Province where natural attractions and cultural events are found. The integrated management model included administrative, commercial, strategic and operational. It also produced maps of the location of tourist sites and agrotourism farms. The draft of the provincial ordinance for the execution of the model was structured, through several articles referring to COOTAD tourism. In the research the following methods were applied: observation, analysis and synthesis. It is diagnosed as having a favorable climate for the agricultural area, with 50% of the habitants in the rural area and has agro-tourism potential, for the estates, farms and recreation places that contain agricultural, natural and cultural attractions. Through the process Cultural sites and events, 24 natural sites and 9 cultural events, the Agrotourism Management Model through it‟s strategies, programs and projects, promote coordination with all entities involved in the tourism sector and at same time to facilitate and motivate to visit the agrotouristic farms. The ordinance project allows monitoring and controlling the cash for the implementation of the Agrotourism Management Model, resulting in a productive chain in the province of Los Ríos.
