Abstract
La evaluación de planes, proyectos y programas de desarrollo turísticos son ineficiente debido a la insuficiencia de recursos o escasa coordinación de responsabilidades, ocasionando que se desperdicie talento humano, oportunidades de desarrollo turístico y el mejoramiento de la condición humana. Aquí surge la necesidad de “Evaluar el desarrollo Turístico en la comunidad Quilotóa – parroquia Zumbahua provincia de Cotopaxi.” El objetivo principal fue identificar las acciones de planificación para el desarrollo turístico comunitario en la comunidad Quilotóa, presentados por instituciones públicas o privadas durante el periodo 2005 al 2014. En la metodología se aplicó seis índices de evaluación ex post del manual de formulación, evaluación y monitoreo de proyectos sociales de Ernesto Cohen Según la Comisión Económica para América Latina y el Caribe (CEPAL). Se encontraron tres planes de desarrollo turísticos, donde el plan estratégico para el desarrollo turístico de la comunidad de Quilotóa Jataló atendió un 40 % de las personas objetivos programadas, mientras que el plan con mayor cobertura es al plan de ordenamiento turístico territorial del destino Quilotóa con 66 % de personas atendidas seguido por el modelo de gestión turística para la laguna del Quilotóa en la reserva ecológica Illinízas con 63 % de atención de la población objetivo.

Evaluation of plans, projects and tourism development programs are inefficient due to insufficient resources or insufficient coordination of responsibilities, causing waste of human talent, opportunities for tourism development and the improvement of the human condition. Here arises the need to "Evaluate the tourist development in the Quilotoa - parish Zumbahua province of Cotopaxi community." The main objective is to identify and evaluate the implementation of programmes or projects of tourism development for the community, presented by public or private institutions during the period 2005 to 2014. In the methodology applied six indices of evaluation ex post the Manual of formulation, evaluation and monitoring of projects of Ernesto Cohen according to the Economic Commission for Latin America and the Caribbean (CEPAL), resulting in existence three and development plans tourism, where the plan with less progress of projects was the tourism management plan strategic tourism development plan obtained greater compliance with their projects.In the methodology applied six indices of evaluation ex post the Manual of formulation, evaluation and monitoring of projects of Ernesto Cohen according to the Economic Commission for Latin America and the Caribbean (CEPAL), resulting in existence three and development plans tourism, where the plan with less progress of projects was the tourism management plan strategic tourism development plan obtained greater compliance with their projects.
